China’s Judicial Reforms and the Rule-of-Law as a Political Program under Xi Jinping

In 2014, a new Judicial Reform Program was launched in the People’s Republic of China as part of the Chinese Communist Party’s political initiative “to comprehensively advance law-based governance”.

This Reform Program is designed to improve the capacity of the Chinese judicial system to solve disputes, provide support for economic development, and further institutionalize politico-legal rule. At this Roundtable, we will discuss the origin, rationale and scope of the Reform Program as well as most recent progress made regarding its implementation. We will also raise and address questions about the broader socio-legal and politico-legal implications of this Judicial Reform Program as well as assess its impact to date.
